14 millones de toneladas de soja se usaron para hacer biocombustible

En la campaña 2009/2010 la producción de soja fue de 55 millones de toneladas, de las cuales 36,8 millones se destinaron a molienda, según datos de la Bolsa de Cereales de Buenos Aires. De este volumen, 14 millones fueron utilizados para la producción de 2,6 millones de toneladas de biodiésel. Al mercado interno le correspondieron 1,1 millón y a la exportación, 1,5 millón.

El proceso industrial de biodiésel es así: una tonelada de poroto de soja rinde alrededor del 20% de aceite y 80% de harina en la molienda. Luego, con una tonelada de aceite se puede fabricar una tonelada de biodiésel. "El porcentaje de la molienda destinada a la producción de biodiésel fue del 36%, en 2010 ,y para este año se espera que el impacto sea mayor", señaló Matías Amorosi, técnico de la Unidad de Investigación y Desarrollo de los Consorcios Regionales de Experimentación Agrícola (CREA). Los 14 millones de toneladas (t) usadas para fabricar biodiésel representan el 26% de la producción nacional de soja.

Las plantas productoras de biodiésel están en el polo industrial de Rosario, Santa Fe, y otras funcionan en San Luis, Entre Ríos, Chaco, Santiago del Estero y Neuquén.

La industria del biodiésel está conformada por las firmas aceiteras grandes, que tienen el 65% de la capacidad instalada; las independientes grandes (19%) y las independientes chicas (16%).

The impact of the new global economy in the biodiesel market in Argentina

• No se vería afectado el precio internacional de los commodities: Japón es sólo un gran importador de maíz y concentra sus compras en Estados Unidos. Sus importaciones de trigo y soja son menores.

• Los precios de los granos se moderarían en el 2011 por efecto de buenas cosechas de soja en Brasil y Argentina, no por efecto de Japón.

• La crisis árabe implicará una mayor demanda mundial de trigo, que es un grano central en la milenaria alimentación de estas naciones. ¿Podrá la Argentina abastecer esa demanda, con las restricciones al comercio exterior existentes?

La suspensión de nuevas obras energéticas nucleares será una señal a favor de los biocombustibles. Argentina es el segundo exportador mundial de biodiésel (derivado de la soja), con 1.000 millones de dólares anuales, y esto es una buena noticia para el complejo sojero y para los inversores.

La crisis árabe pone pisos al precio internacional del crudo, lo que afecta nuevamente la recuperación de las economías occidentales, y el precio de las importaciones de combustibles por parte de Argentina.

Es viable una aceleración del proceso de Inversión Extranjera Directa hacia la compra de recursos naturales y tierra por parte de naciones con excedente de ahorro, como China y algunos países árabes del golfo Pérsico.

En definitiva, el precio de los commodities se ha despegado del dólar, a diferencia de lo que ocurrió en el pasado.

Más que nunca, el precio dependerá de las cambiantes condiciones de la oferta y la demanda y, tratándose de recursos naturales, de los lógicos cambios de la naturaleza. En este sentido, la volatilidad dominará la escena, pero no se prevén escenarios de precios bajos.

Para la Argentina se espera un escenario global favorable que, dependiendo de las políticas internas, será más o menos aprovechado.

El autor repasa las tendencias mundiales en la demanda de biocombustibles, contexto en el que la Argentina se ha posicionado como uno de los principales productores. Además, afirma que el país está en condiciones de seguir creciendo en ese sentido, a partir de la inversión en tecnología de procesamiento y la generación de políticas que impulsen la demanda interna.

La ola mundial de incremento en la demanda de alimentos se potencia actualmente con el creciente empleo de productos del agro como insumo para la elaboración de biocombustibles. Nuestro país, a pesar de no contar con alicientes oficiales, también se destaca ampliamente en este rubro, ya que para el corriente año las previsiones de elaboración apuntan a 3.200.000 toneladas, de las cuales unos dos millones serán exportados, con lo que la Argentina se coloca a la cabeza de los países exportadores, sobre todo de biodiésel, ocupando un lugar de vanguardia junto a Estados Unidos, Francia, Alemania y Brasil. Actualmente es el cuarto productor mundial.

Los estudios realizados y las proyecciones de posible utilización de biocombustibles señalan que estos podrían llegar a significar un 35% del abastecimiento de la energía que utiliza el mundo.

En circunstancias como las que atraviesa nuestro país en estos momentos, en que parte del crecimiento notable de las importaciones se debe precisamente a combustibles y energía, es de destacar el papel que le cabe al desarrollo del potencial de producción de biocombustibles, ya que aumenta la demanda de productos agrícolas y permite mirar con optimismo los mercados externos.
Recientemente, al respecto, fuentes del Ministerio de Ciencia e Investigación de España señalaron que en ese país (y en casi toda Europa) la producción de biodiésel es baja debido a la importación de biocombustibles argentinos.
A pesar de que existen diversas fuentes de productos primarios para elaborar biodiésel, se observa un uso creciente de soja para ello, al extremo que para el año en curso se estima que alrededor del 30% de la elaboración de aceites de ese origen se orientará a producir biodiésel.

Debemos considerar que ya el año pasado la producción de dicho combustible orilló los 2.000.000 de toneladas representando un aumento de casi un 60% con relación al 2009. Sin embargo, esta demanda representa solamente alrededor del 18% de la utilización de la soja destinada a la industria.

No solamente debemos destacar la importancia de los elaboradores como demandantes de materia prima, sino también que la instalación de plantas productoras representó una inversión de unos 700 millones de dólares en los últimos cuatro años. Actualmente se encuentra en marcha otra importante serie de proyectos que aumentarían la capacidad actual en un millón de toneladas, representando nuevas inversiones por alrededor de 200 millones de dólares. Existen 23 plantas operando la elaboración de biodiésel en el país.

La importancia del producto para potenciar el objetivo político de un constante aumento de las exportaciones (sobre todo industriales) la demuestran las estimaciones del INTA acerca del volumen esperado para 2011, que según dicha fuente, alcanzaría valores cercanos a los 2.200 millones de dólares (superando las exportaciones de carne vacuna y menudencias).

La escasez de combustibles -problema mundial actual y de gravedad creciente- alcanza obviamente a la nafta. Al respecto, la materia prima utilizada proviene de la industria azucarera, que es la que está realizando inversiones (los ingenios llevan invertidos 300 millones de dólares en estos proyectos).

Sin embargo también existen otros para instalar nuevas destilerías para elaborar etanol, utilizando como materia prima original el maíz.
La producción actual de este combustible es de unos 100.000 metros cúbicos, aunque se prevé que este año ese volumen pueda llegar a duplicarse (lo que significaría utilizar unos 2.500.000 toneladas de caña de azúcar).

En lo que hace a la demanda interna debemos recordar que la ley 26.093 estableció la obligatoriedad de cortar el gasoil con biodiésel, actualmente en un 7%, existiendo posibilidades de extender el corte a 10% en el corto plazo. Con respecto a las naftas, también deben cortarse en un 5% con bioetanol.
Debemos sin embargo señalar que la obligación del corte en la proporción indicada no es totalmente respetada por la industria petrolera, sobre todo en el caso del gasoil.

En el caso de las naftas, existe actualmente un bache entre la oferta (que es insuficiente) y la demanda; sin embargo, el uso de naftas con etanol está generalizado en las provincias del Noroeste y parcialmente en las del Noreste, parte de Córdoba, Cuyo y norte de la provincia de Buenos Aires.
Lo señalado es una realidad y potencia las posibilidades de la agricultura de integrar cadenas de valor cada vez más diversas e importantes.

El encuentro fue realizado en la sede del Instituto de Economía y Sociología (IES) del INTA, de capital federal.
